Capital Panel Reviews 19 DPW Capital Requests

Capital Planning · Meeting of September 28, 2026

Yarmouth's Capital Budget Committee heard a wastewater effluent recharge request narrowed to $18 million to $25 million, down from an initial $45 million estimate, needed to finish phase-one sewer hookups. Assistant Public Works Director Roby Whitehouse said the state has authorized only 370,000 gallons of recharge capacity, with Public Works Director Jeff Colby noting the regional challenge of "what do you do with the water once it's treated." Water and Wastewater Superintendent Laura Rizzalo separately presented a $500,000 first-year request to replace roughly 14,500 aging meter-reading endpoints, saying "it makes financial sense for us to put money in so that we get the money back." The panel also reviewed a $350,000 stormwater request, $160,000 for municipal sewer connections, $210,000 for PFAS media replacement and $175,000 for a highway truck. Members approved minutes and adjournment unanimously, 4-0, but took no vote on the 19 capital items themselves.
