Yarmouth panel to seek town meeting decarbonization vote

Yarmouth's climate committee moves toward a town meeting vote on a decarbonization pledge needed for bigger state grants. Member Barry told the panel the state's new Climate Leader Community program offers up to $1 million every three years, versus roughly $250,000 under the current Green Communities program, but regional DOER coordinator Lisa Sullivan said only a town meeting vote, not Select Board action, can satisfy the commitment criterion for Yarmouth. Staff member Amanda reported the town's DPW solar bidding window was extended to September 21 and that two earlier Green Communities repayments, including an unspent $20,000 anaerobic digester design fee, have cleared.

Member Mike, the town's alternate to the Cape Light Compact, said the compact will do free "portfolio planning" energy studies for large customers like Yarmouth. Barry also reported that solar installers say heat pumps "work economically when the cost of electricity is 20 cents a kilowatt hour or less," well under Massachusetts' roughly 27-cent heat pump rate, prompting the committee to pause its push to finance heat pumps through the state's Energy Savers loan program.
