Yarmouth Conservation Commission releases $36,500 for Upper Bass River bridge redesign and rejects railroad wetland maps after no-show. The commission voted unanimously at its June 18 meeting to draw down its conservation fund — which has not received a town appropriation since roughly the 1970s — to pay landscape architecture firm Stimson Associates for a simpler redesign of footbridges and boardwalks on the 57.2-acre Upper Bass River Restoration Project, leaving the fund with approximately $26,000. Rick Bishop, Executive Director of Friends of Bass River, told commissioners the project's $9 million construction timeline depends on resolving the redesign immediately, noting "we paid $45,000 for the first run for these designs" before town staff determined the black locust palisade structures were too difficult to maintain.
In a separate action, commissioners unanimously declined to confirm wetland boundary maps submitted by Mass Coastal Railroad, issuing a positive 2B determination after no TEC Associates representative appeared, and directed staff to draft a comment letter questioning buffer zone widths and the age of a 2011 Cape main line map. A COC dispute at 52 Wilfin Road was continued to October 1 after commissioners found lawn grass growing between mitigation plantings did not meet naturalization standards.
