Yarmouth Planning Board finalizes STR bylaw changes

Yarmouth Planning Board locks in short-term rental parking rules ahead of a September 23 public hearing. Chair Joanne Crowley and the board, working from Town Planner Kathy Williams' Draft 11, dropped a one-space-per-bedroom parking minimum in favor of letting the Health and Building Departments set maximum car counts at inspection, and added language barring any paving of front lawns for rental parking after Standish Way resident Bruce Drobnis asked, "Are you saying that somebody could pave the entire front yard and put six cars in there?" The board also merged a disputed ownership-restriction clause, drafted by Town Counsel Jay Talerman, into existing bylaw language rather than cutting it outright. The board revoted its August 5 minutes 3-0 after a prior 2-0-3 tally failed to reach a majority, and approved its August 19 minutes 6-0.
Yarmouth's short-term rental excise tax brought in $2.375 million in fiscal year 2026, three-quarters of which funds the town's wastewater program. The bylaw, along with a companion accessory-dwelling-unit update required under the state's 2024 Affordable Homes Act, heads to the November 16 Special Town Meeting.
