YARMOUTH — The Yarmouth Planning Board voted unanimously to recommend four short-term rental and accessory dwelling unit bylaw articles for the November 16 Special Town Meeting. Chair Joanne Crowley and Town Planner Kathy Williams fielded sharp complaints from Beacon Street neighbors Mrs. and David Witter over an owner who rented to eight people on a four-person permit, with Witter asking, "Why does she get a free ride to start her business?" The board kept a proposed one-rental-per-owner cap out of the final draft despite pleas from a Tanglewood Road resident, who urged members to "leave the legacy of neighborhoods, not business hoods, to our children." The new General Bylaw's effective date was set for January 1, 2028, pending Attorney General approval expected around March 2027; short-term rentals generated more than $2.375 million in town excise tax in fiscal 2026. The board also voted 5-0-1, with Peter Slovak abstaining, to approve its September 23 minutes, and tabled officer elections to October 21 because Clerk Ken Smith was absent.
